What is the Yellow Ribbon Program?

The Yellow Ribbon GI Education Enhancement Program (Yellow Ribbon Program) is a provision of the Post-9/11 Veterans Educational Assistance Act of 2008, also known as the Post-9/11 GI Bill or Chapter 33. The Yellow Ribbon Program allows institutions of higher learning to enter into a voluntary agreement with the Department of Veterans Affairs to contribute funds to a veteran's unmet tuition and fee charges when their tuition and fees charges exceed the amount payable under Chapter 33. The program allows institutions to contribute an amount up to 50 percent of a veteran's unmet costs; the Department of Veterans Affairs will match the amount.

The Yellow Ribbon scholarship is being coordinated with other USD grants and scholarships by replacing those grants and scholarships up to the amount of the Yellow Ribbon scholarship. Since the VA matches USD Yellow Ribbon scholarships, this ensures the student receives the full potential VA match without reducing their total USD scholarship.

Only 100% maximum benefited rate under chapter 33 is eligible for this funding. The Yellow Ribbon Program is not available for active service member and spouse of an active service member.

For 2014-15 school year - University of San Diego is providing Yellow Ribbon scholarship in the amount of:

  • $8,466 for undergraduate students
  • $7,448 for graduate and doctoral students

USD Yellow Ribbon Program is awarded after Post-9/11 has all been used. The unmet tuition will then be split or divided into two awards - USD YRP and VA matching of YRP. USD YRP must not go over above rates per academic year.
