
USD Master Plan Amendment
The University of San Diego is in the process of amending its Conditional Use Permit/Master Plan (CUP/Master Plan). The previous CUP/Master Plan was updated in 2017 to project the physical development of the campus, establishing the environment we enjoy today along with a maximum on-campus FTE student population of 10,000 FTE. As the City of San Diego, our students, faculty and staff grapple with the local housing shortage that has reached a crisis level, this amendment seeks to increase on-campus housing opportunities within approved projects. This amendment does not seek to increase the approved on-campus student population of 10,000 FTE. Additional on-campus housing will reduce the burden on students and help the University remain competitive for attracting and retaining students, continue to provide a talent pipeline for the San Diego economy, and reduce demand and competition for off-campus housing available to the broader community while continuing to stay true to our Catholic Mission.
The Master Plan is a tool to:
- Prioritize the highest and best use of campus land.
- Create a framework for future building and site improvements.
- Confirm adequate space is available for possible academic growth and enrollment.
- Update the living/learning environment to reflect campus life and academic goals.
- Guide and inform campus decision makers and leaders.
The Master Plan provides a rubric to meet the current and expected space needs of our campus community. Staying true to our mission and established aesthetic, we have identified opportunities to improve previously approved projects to meet the needs of the changing USD population in order to optimally position USD for the years ahead. Our most recent draft of the Master Plan Amendment, as well as several technical studies associated with the Conditional Use Permit, has been submitted to the City of San Diego for review and comment.
