
Administrative Director, Consumer Protection Policy Center; Adjunct Law Professor

Marcus Friedman is the Administrative Director for the Consumer Protection Policy Center (CPPC) at the Centers for Public Interest Law (CPIL) at the University of San Diego School of Law. He graduated from USD School of Law in 2021 with concentrations in Public Interest Law and Environmental and Energy Law. Friedman was recognized for his pro bono service in excess of 100 hours and awarded the 2021 Outstanding Public Interest Advocate from the USD School of Law’s Centers for Public Interest Law.
As Administrative Director, Friedman supervises law students who monitor the activities of 12 California agencies; he edits students’ written reports on these agencies’ activities (including legislation, litigation, rulemaking, and other major policy decisions) and publishes them in the California Regulatory Law Reporter. He oversees CPPC policy projects, programs, publications, personnel, and consultants. Friedman sets and implements CPPC’s policy agenda and priorities through legislative lobbying, public education on public interest bills or issues, and advocates before agencies on rulemaking and other administrative actions.
Prior to working at CPPC, Friedman worked at the San Diego City Attorney’s Office, prosecuting misdemeanor crimes in the General Trial Unit and Domestic Violence and Sex Crimes Unit. As a student, Friedman worked extensively on gun violence prevention legislation in New York, Nevada, and California. Friedman further drafted AB 1057 (Petrie-Norris) to strengthen gun violence and domestic violence restraining order provisions in California.
