The "Tax Appeals Assistance Program (TAAP) - Franchise and Income Tax," is a joint effort between the USD Legal Clinics and the California Franchise Tax Board (FTB). Under supervision of an attorney from the FTB's Taxpayer Rights Advocate Office, students represent taxpayers with state income tax disputes against the Franchise Tax Board at the California Office of Tax Appeals (OTA).
State Income Tax Clinic cases are referred to us from the Franchise Tax Board Appeals Assistance Program. Individuals seeking assistance for state tax problems should contact (916) 845-6227 to be screened.

Working at the State Income Tax Clinic as a Student
No prior tax experience is required to work for the State Income Tax Clinic. While working for the clinic, students will gain valuable practical skills in:
- Working in a lawyering role serving as representative, advisor, and client advocate.
- Conducting legal research and writing.
- Negotiating with Franchise Tax Board (FTB) on behalf of your clients.
- Applying tax and administrative law in a litigation setting.
- Representing clients in conferences and oral hearings (similar to court trials) before Office of Tax Appeals administrative law judges.
- Applying ethical standards in the practice of law.
- Applying legal theory and principles to actual legal problems and controversies.
