The University of San Diego (USD) prioritizes the privacy and safety of its students and employees. We do not assist in immigration enforcement activities unless required by a valid legal mandate or in exigent emergencies.
As a private campus USD will exercise whatever legal authority is available, including support for those impacted by our immigration clinics and other legal avenues.
This webpage is intended to serve as a quick access resource for those who may find it useful or reassuring to have at the ready. For quickest possible access, bookmark this page with an easily identifiable name such as: “Community Protocols: External Law Enforcement” then place it prominently at the top of your list, on the Google Chrome bookmarks bar or create a desktop shortcut depending on your own personal preference.
Nonpublic vs. Public Spaces
It is important to remember that buildings and most internal spaces including residence halls, libraries, classrooms, offices, locker rooms and private event spaces are nonpublic areas. Law enforcement must have a judicial warrant or consent to enter nonpublic areas, and staff should deny access and immediately contact Public Safety’s emergency line at 619-260-2222.
If law enforcement or immigration enforcement is observed in public areas like parking lots, lobbies or outdoor quads, staff should immediately notify Public Safety.

- International Center: For questions related to visas and international travel, contact the International Center at (619) 260-4598.
- University Ministry: Offers spiritual support and pastoral care. Reach out to University Ministry at (619) 260-4735.
- Employee Assistance Program (EAP): Faculty and staff can access confidential counseling, mental health services, and other support through the Employee Assistance Program by calling (800) 342-8111.
