Existing Protocols for External Law Enforcement Requests
The University of San Diego prioritizes the safety and privacy of its students and employees. In the past, outside law enforcement agencies have come to campus for investigations under their jurisdiction. For any outside agency that comes to campus, it is USD’s protocol to direct officials to the Department of Public Safety (DPS) first to verify there is a legitimate, lawful request and then to respond as required under the law.
As a private campus we will exercise whatever legal authority is available to us to keep our community members safe and ensure affected individuals receive appropriate support, including through our immigration clinics and other legal avenues.
USD has established protocols to manage interactions with external law enforcement agencies:- USD will not disclose student or employee information, including immigration status, except in response to a judicial warrant, subpoena, or other legal mandate or under exigent circumstances.
- DPS will not assist ICE or other law enforcement agencies in immigration enforcement activities on campus unless required by a valid legal mandate or in emergency situations.
- Directing Inquiries: If you hear about, witness or are approached by officials from outside law enforcement agencies seeking access to university facilities, students or records, direct them to the USD DPS.
