Raheleh Dilmaghani, PhD, holds a doctorate in electrical and computer engineering from the University of California, San Diego, where her research focused on communication systems for emergency response, and a master’s degree in electrical and computer engineering from Colorado State University, with an emphasis on computer networks. She is a certified Systems Engineer Level II professional and a senior member of the Institute of Electrical and Electronics Engineers.
Dr. Dilmaghani brings more than 20 years of experience spanning communications and networking, cybersecurity, systems engineering, artificial intelligence, autonomous systems, acquisition and emerging technologies. Her professional background includes research at the IBM T.J. Watson Research Center and technical experience with Google, Cisco Systems and Hewlett-Packard. She has led multidisciplinary technical initiatives, managed complex projects and substantial contract portfolios, evaluated emerging technologies and developed strategies for network performance, Zero Trust, software-defined networking, cloud and hybrid architectures, test and evaluation and mission-resilient systems. Her expertise also includes proposal development and evaluation, technical and contract-deliverable reviews, test, project performance and risk management, technical documentation and executive briefings.
Since 2019, Dr. Dilmaghani has served as an adjunct faculty member at the University of San Diego, where she has designed and taught graduate courses in computer networks for the Master of Science in Information Technology Leadership program, as well as courses in systems engineering professional practice and probability and statistics. She has also taught signals and systems at UC San Diego to a class of 178 students.
Dr. Dilmaghani’s research has appeared in IEEE, ACM and other prominent publications, and she is an inventor on patented technology. Her professional leadership has included serving as vice president of the IEEE Computer Society San Diego Chapter, contributing to technical committees and proposing and chairing workshops on next-generation wireless communications and mobile cloud technologies.
A dedicated mentor and advocate for future technical leaders, Dr. Dilmaghani has mentored graduate students and early-career researchers from leading institutions, supported students in obtaining research and educational funding, coordinated science and technology mentoring activities and served as a mentor and research judge. She has also held leadership roles within the UC San Diego alumni community.
