Registered Events with Alcohol

Hosting Registered Events with Alcohol is a privilege granted to student organizations, including fraternities and sororities. With this privilege comes the expectation that organizations take extra steps to prioritize the safety and well-being of their members. This page provides the resources you need to plan and successfully execute a Registered Event with Alcohol, often referred to as a social event (such as date dashes, mixers, exchanges, formals, etc.).


Planning a Registered Event with Alcohol

Step1

Submit Off Campus Event Registration (EVR)

All off-campus events must be submitted through VirtualEMS two weeks before the scheduled events. If you do not have access to EMS, please complete the training below to get started.

Step2

Submit FSL Social Event Form

All fraternity and sorority Registered Events with Alcohol require chapters to submit the FSL Social Event Form. This form collects the following information:

  • Person(s) in Charge of Planning Event
  • Person(s) in Charge of Risk Management
  • Transportation/Bus Contract and USD Bus Addendum
  • Event Detail (time, location, theme, etc.)
  • Contract Information
  • Alcohol Procedures
  • Crowd Control/Attendance
  • Security procedures
  • Transportation
  • Risk Management Plan & Event Review

Event Monitor Monitors

All events with alcohol must have event monitors to ensure the safety of guests—any fraternity or sorority member designated by their chapter. Event Monitors must remain sober throughout the entire event and act as the primary contacts to prevent problems and respond in case of emergencies.

  • Event Monitor Training:
    • Link to Social Event Monitor Training
    • Must be completed within one week of a scheduled event.
    • Members must pass all knowledge checks with 100% to be certified.
    • Certification is valid for the entire academic year (recertification required the following year).
  • Tracking:
    • OFSL staff will update each chapter’s approved Event Monitors in a tracking sheet.
    • Chapter Presidents, Risk Managers, and Social Chairs will have access to this sheet.
Step4

USD and Non USD Events Waivers

All wavier must be completed within one week of a scheduled event.

  • Chapter Members (USD Students)
    • All chapter members must complete a semester waiver at the beginning of each semester.
  • Non-Members (USD Students)
    • Any USD student who is not a member of the hosting chapter must complete the Online Waiver Form for each event they attend.
  • Non-USD Guests
    • All non-USD students must complete the Paper Waiver Form. Chapters are responsible for printing and collecting these forms.
  • Submissions
    • Completed waivers (online and paper) must be uploaded and included in the Post-Event Paperwork for the event to remain in compliance.

Post-Event Paperwork: FSL Social Events

Post-event paperwork is required to be due no later than the first business day after the event. Please upload and share the following information:

  • All Liability Waivers (Online and paper). Must Say Event Name and Transportation.
  • Actual Bus Guest List/Sign-in Sheet (Ex, scanned copies with highlighter or check-in marks or scanned Google Doc form)
  • Summary of events, including any incidents at the event.

Responsible Torero Harm Reduction Practice

The USD Responsible Torero Harm Reduction Practice encourages students to “make the call” for a friend during an alcohol- or other drug-related emergency without fear of university sanctions in most situations.

When hosting events with alcohol, organizations have a responsibility to ensure the safety of their members, which includes “making the call” if a member is experiencing an alcohol- or drug-related emergency.

Event Monitors should first call the Public Safety Emergency Line (619-260-2222), state their name and role, and ask for the best location to meet with an officer. Once the officer has assessed the impacted student and determined next steps, the Event Monitor should then complete this form.

FSL Social Events - RTP Check-In Form

This form must be completed by Event Monitors who support an impacted student who needs to leave or cannot continue participating in a social event due to potential over-consumption of alcohol and/or other drugs.

  • Bus Addendum Form: This form must be completed and submitted in collaboration with the transportation company providing services for your event.

  • Narcan Training: USD's Center for Health and Wellness Promotion (CHWP), in collaboration with the Department of Public Safety, is now offering an online Narcan (Naloxone) training and distribution program. To receive Narcan at no cost, USD students, faculty, and staff need to complete the online Narcan training module.
