As outlined in the Parking Rules and Regulations, fine amount will double if not paid within 21 days. Receipt of more than 3 citations for the same violation will result in increased based fine for each subsequent violation.
For students, the doubled fine amount for any outstanding citation will be transferred to the student’s account after 21 days. Failure to pay a student account balance will result in a hold being placed on student registration, academic records, or transcript requests. Please note that students with excessive parking citations may face additional sanctions under the University of San Diego's Student Code of Rights and Responsibilities. These sanctions can include, but are not limited to, the loss of campus parking privileges or suspension from the university.
Employees with unpaid citations will be ineligible to purchase a parking permit.
To appeal a citation, you must submit your request within 21 days of the issuance date. While all citations must be paid within this 21-day window, you are not required to take further action or pay the fine while your appeal is being processed.
Appeal Guidelines
- Filing: Log in using your citation number and license plate info. We recommend submitting your appeal as soon as possible; do not wait until the end of the 21-day period, as it takes 7–10 business days to receive a decision.
- Review Period: Once you receive your confirmation email, no payment is required while you await a decision.
- Decisions: If your appeal is denied, the original 21-day deadline from the date of issuance still applies. You must ensure the fine is settled within that initial 21-day timeframe to avoid additional penalties.
Note: Because a decision can take up to 10 business days, filing your appeal late in the 21-day window may leave you with very little time to pay if the appeal is denied. Regardless of the appeal outcome, the citation must be paid within 21 days of the issuance date.
