EPIC’s Work Informs Climate Action in the City of San Diego

EPIC worked with City of San Diego staff to develop the 2022 Climate Action Plan. Since the plan was adopted in July 2022, EPIC has been supporting the City’s efforts to implement measures and integrate climate action into City operations. To help inform the Climate Action Implementation Plan and the City’s budget process, EPIC completed a CAP Implementation Cost Analysis (ICA) to estimate known costs to the City to implement CAP actions during the first five fiscal years (FY24-FY28).

  • Climate Action Plan (July 2022)
    • EPIC developed a greenhouse gas inventory, supported development of CAP targets, helped develop CAP policies and actions, quantified the GHG impacts of CAP measures, and helped develop a method to prioritize CAP measures, including consideration of co-benefits.

  • Implementation Cost Analysis (February 2023)
    • The ICA, which estimates known costs to the City of San Diego to implement CAP actions during FY24-FY28, is intended to serve as a long-range planning resource to inform the process to allocate and prioritize future funding. Results of this analysis are included in the Climate Action Implementation Plan to help the City Council prioritize actions and to help guide staff activities. The methods used for this analysis are consistent with those developed for SANDAG’s Regional Climate Action Planning Framework Appendix IV.

  • Climate Action Implementation Plan (February 2023)
    • Results from the CAP Implementation Cost Analysis (ICA) are included in the City’s Climate Action Implementation Plan. While the ICA presents cost estimates by CAP Strategy and Measure, the CAIP includes more detailed results for each of the nearly 200 CAP actions and supporting actions.
