Supporting Regional Climate Action Planning Efforts
EPIC is supporting the San Diego Association of Government (SANDAG)’s regional climate action planning activities as part of the U.S.Environmental Protection Agency (EPA)’s Carbon Pollution Reduction Grant Program. For this project, EPIC supported the following:
Priority Climate Action Plan
Quantitative greenhouse gas (GHG) analysis for the Priority Climate Action Plan (PCAP), completed in March 2024, which identified and quantified GHG reduction potential for a range of measures and actions that could be implemented in the San Diego Region prior to 2030. This work included supporting stakeholder engagement and outreach.
Priority Climate Action Plan Implementation Proposal
Development of a proposal for US EPA funds to implement projects and programs included in the PCAP.
2025 Regional Plan
Development of a 2022 regional GHG inventory and emissions projections through 2050 for SANDAG 2025 Regional Plan.
Climate Action Roadmap (Comprehensive Climate Action Plan)
Quantitative GHG analysis for San Diego Region Climate Action Roadmap, completed in December 2025, which builds on existing regional climate action planning and identifies 23 long-term measures to reduce GHG emissions in the San Diego region through 2045. This work included four technical appendices: (1) 2022 San Diego regional GHG inventory, (2) methods to calculate 2035 and 2045 emission reduction goals, (3) business-as-usual GHG projections, and (4) Roadmap implementation scenario.
