The United States and other countries are currently engaged in a global struggle against terrorism.
Multi-national military intervention led by NATO in Kosovo and by the United States in Iraq has
guided many to call for military intervention in Darfur, Iran and North Korea. A group of internationally
esteemed legal scholars and philosophers will engage in a roundtable discussion of such issues as:
- What counts as terrorism? Is terrorism always immoral, or can it sometimes be justified, and if so, when?
- When is military intervention just? Only in response to an attack? As a preemptive measure
against a likely future attack? For humanitarian reasons, such as preventing large scale human
rights violations?
- What is the liability to justified military measures of uniformed combatants? Of non-uniformed
irregulars? Of civilian leaders? Of ordinary civilians?
- When attacking justifiable targets, what precautions must be taken to avoid harm to those not
liable to justified attacks?
