John Leslie
Mr. Leslie is partner of Luce Forward’s San Diego office and specializes
in energy regulatory litigation and utility / administrative law. His
expertise is in the areas of natural gas and electricity regulation. He
represents producers, consumers and marketers of energy, including cogeneration
interests, in proceedings before state and federal agencies. Mr.
Leslie also develops natural gas and electricity sales contracts for the
purchase and sale of energy, as well as energy facilities and management
agreements. Mr. Leslie is a member of the Luce Forward’s Executive
Committee. Prior to joining Luce Forward, he worked in Washington
D.C. for Baker and Botts and taught a legal research and writing course
at USD School of Law for one semester. His educational credentials

Don Liddell
Mr. Liddell is an expert in energy transaction law and
regulation. He is a principal of Douglass & Liddell, a firm
focusing on the energy sector. His current law practice focuses
exclusively on energy industry transactional and regulatory work. His
firm is active in electricity-related administrative proceedings and
legislation and provides legal counsel to the Western Power Trading
Forum, the Alliance for Retail Markets, and Direct Access Customer Coalition. Prior
to joining his current firm, Mr. Liddell worked for Sempra Energy Served
was assistant general counsel specializing in unregulated aspects of energy law
with emphasis on business transactions. Earlier in his career,
he worked for the US Department of Energy as a government contract attorney. His
