SAN DIEGO (August 27, 2019) – The San Diego Law Library Foundation recently announced the Bernanrd E. Witkin Award Ceremony will be held on October 17. This year’s honorees include two University of San Diego (USD) School of Law alumni, the 

The Honorable Victor E. Bianchini (Ret.) was awarded the Witkin Award for Exccellence in the Adjudication of the Law. Judge Bianchini was appointed a Federal Magistrate Judge for The Southern District of California in 1974. After 8 1/2 years of service, he was appointed to the State Court Bench. He retired from the Superior Court in San Diego to pursue his passion for mediation as a full time neutral in 2002. He was later recruited by the Federal Courts in New York as a settlement judge for complex civil litigation and prisoner civil rights matters.

Craig DeWitt Higgs was awarded the Witkin Award for Excellence in the Practice of Law (posthumous). Higgs was an attorney at Higgs, Fletcher & Mack LLP in San Diego, CA. Craig spent the remainder of his career at the firm, where he initially practiced defense work, later began representing plaintiffs, and ultimately started a successful mediation practice. Craig received the Distinguished Alumnus Award from the USD School of Law and served on the USD School of Law Board of Visitors.
