Professor Kaatz is a supervising attorney for the Energy Law and Policy Clinic.

Professional Experience

Kaatz is currently the Staff Attorney at the Energy Policy Initiatives Center (EPIC). He began working for EPIC in 2011 and joined EPIC fulltime as a staff attorney in 2014. Kaatz focuses on regulatory and policy issues related to energy including CEQA, GHG regulation, solar permitting, Net Energy Metering (NEM), renewable energy generation, energy storage, transmission, land use, the effects of federal and state statutes on state agency jurisdiction, energy related finance mechanisms, and energy efficiency. Kaatz also supervises the Energy Law and Policy Clinic, which conducts legal and regulatory research for state energy and climate agencies including the California Energy Commission, California Public Utilities Commission, and the California Air Resources Board. Prior to joining EPIC, Kaatz worked in land use, construction management, and the prosecution of complex anti-trust, consumer class actions, and mass tort litigation.

Honors and Affiliations

Kaatz is admitted to practice law in California, Colorado, and the United States District Court Southern District of California. Kaatz also serves on the board of the San Diego chapter of the Young Professionals in Energy (YPE) organization.
