AbstractLeonardatos, Special Agent, FBI, details the history and circumstances surrounding the passage of a 1967 California gun control statute. She offers an overview of the history of the Black Panthers, the events leading to the proposal of the gun control statute, and more detailed account of its passage. Evidence is marshaled to show that the purpose of the statute was to disarm members of the Black Panther Party. Concluding that the Black Panthers had good reason to be armed during the 1960s, the author asks rhetorically, "How far will citizens allow their representatives to go when they act to disarm one group under the guise of protecting the safety of other groups?"
