Areas of Expertise

Professor Jurow Kleiman teaches and writes in the areas of Federal Tax Law, International Tax, Tax Policy, State & Local Tax, Income Inequality, and Welfare Policy.

Professional Experience

Prior to teaching, Jurow Kleiman (née Stevenson) was awarded a Skadden Fellowship to work at Bet Tzedek Legal Services in Los Angeles, where she founded and directed the Bet Tzedek Low-Income Taxpayer Clinic.  The program, which continues to grow in her absence, has provided tax controversy representation to hundreds of low-income and immigrant workers throughout Los Angeles, and earned savings and refunds of over $2 million for its low-income clients.  Before joining the faculty at USD, Jurow Kleiman was as an Acting Assistant Professor of Tax Law at NYU and also taught a clinical course as an Adjunct Professor at Loyola Law School, Los Angeles.  She is a regular contributor to the TaxProf blog.

Honors and Affiliations

Jurow Kleiman was awarded the Florence M. Kelley Prize for her writing on taxation of migrant families in 2014. She received the Nerkle Family Scholarship, in 2013, and the Mary McCarthy Fellowship, in 2012, for her representation of farmworkers and low-income workers.

Professional Experience

Barry served as a law clerk to the Honorable Jay S. Bybee of the U.S. Court of Appeals for the Ninth Circuit and practiced law in the New York office of Fried, Frank, Harris, Shriver & Jacobson. He visited the University of Michigan Law School in Fall 2013. Barry joined the USD School of Law faculty in 2010.

Honors and Affiliations

Barry served as managing editor of the Stanford Law Review. He is a member of the American Economics Association, American Bar Association, and the American Law and Economics Association. He received USD's Thorsnes Prize for Excellence in Teaching in 2012, was named Herzog Endowed Scholar for both 2014-15 and 2015-16, and was awarded by student determination a "Favorite Faculty Member" by the USD School of Law’s Public Interest Law Foundation from 2011-12.
