The United States-Mexico-Canada Trade Agreement presents numerous opportunities to bolster a strategic partnership between the United States and Mexico. While the provisions in the agreement introduce new challenges for the supply chain in North America, key industrial sectors in the United States and Mexico are positioned to increase business.

Mr. Rios has extensive experience working in a variety of roles related to trade and foreign direct investment for Mexico. He has worked at the Foreign Trade Bank of Mexico (Bancomext) as a senior trade commissioner for the United States and Canada while based in Vancouver, Canada. In addition, he served as a senior trade commissioner for the EU while based in the Netherlands and as a junior trade commissioner for the UK and Ireland while based in the UK.

Mr. Rios was formerly vice president for government relations at Great Panther Silver Ltd. in Guadalajara, Mexico. Furthermore, he was the regional director at ProMexico (the Mexican Trade Promotional Organization) where he was in charge of trade promotion for seven states within Mexico.

In 2019, Mr. Rios was appointed as the deputy minister for foreign investment and strategic projects for the Jalisco State Government in Mexico.

He has taught classes at Tec de Monterrey, Mexico and delivered workshops and seminars on international trade, finance and foreign investment at various locations across Europe, Asia, North America and Latin America.   

Mr. Rios has bachelor’s degrees in management and economics and an MBA from Instituto Tecnológico Autónomo de México (ITAM) and a master's in international management degree from Boston University.
