Robert C. Fellmeth
Executive Director, Centers for Public Interest Law (USD)
Professor Fellmeth is Price Professor of Public Interest Law at the USD School of Law. He joined the faculty in 1977 after a career in public interest law. From 1968 to 1973, he was an attorney with the Center for the Study of Responsive Law in Washington, D.C., and was one of the original "Nader's Raiders." He then served as a deputy district attorney for San Diego County and an assistant U.S. attorney for the Department of Justice in San Diego. In 1980, he founded USD's Centers for Public Interest Law, and in 1989, he founded the Children's Advocacy Institute. He teaches and writes in the areas of children's rights and regulatory, antitrust and consumer law. Among his 14 books are California White Collar Crime (Michie) (with T. Papageorge) and Child Rights and Remedies (Clarity Press). He is the former California State Bar discipline monitor and chairs the board of the Public Citizen Foundation in Washington, D.C. He also chairs the Maternal and Child Health Access Foundation, serves on the Boards of the National Association of Counsel for Children and First Star, and is counsel to the Board of Voices for America's Children. Christa Lim
Director, Regulatory Affairs, Shell Energy North America (US), L.P.
In her role at Shell Energy, a global energy marketing and trading company, Ms. Lim leads state regulatory advocacy and policy in the power and natural gas markets in the West and carbon compliance markets across North America. Ms. Lim advises on and helps develop and execute power purchase and sales deals, and manages outside counsel, trade association relationships, and retail compliance. Before joining Shell Energy, Ms. Lim practiced energy law at a boutique law firm in Sacramento as well as in-house and on the regulatory affairs team for the Sempra Energy utilities, covering a range of issues including wildfires, rates, and transportation electrification. Ms. Lim also served as an instructor in EPIC’s Energy Law Clinic.
She holds a B.S. from UC Berkeley, a J.D. from University of San Diego School of Law, and an M.B.A from University of Southern California.
Janice Lin
Founder and Managing Partner, Strategen Consulting LLC Co-Founder, California Energy Storage Alliance (CESA)
Janice brings over a decade of experience in clean energy strategy and market development experience to Strategen, and more than two decades of general corporate strategy experience. During this time she has advised a diverse range of clients including renewable energy equipment manufacturers and service providers, large corporations diversifying into clean energy, and real estate developers building sustainable communities.
Janice has been very active in advanced energy storage (AES), having led a successful effort to obtain incentive co-funding for AES through the CA Self Generation Incentive Program. She also recently co-founded the California Energy Storage Alliance (CESA), an inter-industry advocacy group focused on expanding the role of AES technology to promote the growth of renewable energy and a more stable and secure electric system in California.
Prior to founding Strategen in 2005, Janice held several senior management positions with PowerLight Corporation (now SunPower), including Vice President of Product Strategy and Vice President of Business Development. During her tenure at PowerLight, Janice led initiatives in product and new market strategies, business development, regulatory affairs, strategic partnerships, investor relations, and customer finance. Morten A. Lund
Of Counsel, Foley & Lardner LLP
Morten Lund is Of Counsel at Foley & Lardner LLP’s San Diego office, and a member of the firm’s Energy Sector. For more than 25 years, Morten has advised developers, lenders, investors, and other project participants. Morten has a particular focus on solar energy and energy storage projects, but Morten’s wide range of project experience also includes wind energy projects, combustion generator projects, nuclear energy facilities, hydroelectric facilities, cogeneration facilities, chemical facilities, forestry/paper facilities, large aircraft, and shipping fleets. Rajinder Sahota
Deputy Executive Officer - Climate Change & Research, California Air Resources Board
Rajinder Sahota was appointed as the Deputy Executive Officer for Climate Change and Research in spring of 2021. She is responsible for directing CARB’s scientific, technical, and policy teams as they develop and update the AB 32 Climate Change Scoping Plan to track progress and develop the pathways to achieve the state’s climate targets. She also oversees the economy-wide Cap-and-Trade Program, Low Carbon Fuels Standards, energy and climate policy, fuels programs, and critical research to advance action to improve public health and environmental protection. In Rajinder’s 19 year-career with CARB, she has worked on a variety of projects including developing the first comprehensive greenhouse gas reporting and verification regulation, developing the 2017 and 2022 Scoping Plan Updates, and leading the development of the first Integrated Resource Targets under SB 350 to reduce greenhouse gas emissions from the electricity sector.
Rajinder served as an inaugural co-chair of the Diversity and Racial Equity (DaRE) Task Force. The position helped co-lead an internally-focused effort to evaluate and remove barriers that keep the organization from being more diverse and inclusive for all.
Rajinder received a B.S. and M.S. in Atmospheric Sciences from the University of California, Davis.
Robert Schapiro (ex officio)
Dean and C. Hugh Friedman Professor of Law
Dean Schapiro joined USD School of Law in January 2021. Previously, he was Dean of Emory University School of Law (2012-2017), and Asa Griggs Candler Professor of Law and Co-Director of Emory School of Law’s Center on Federalism and Intersystemic Governance. Before becoming Dean at Emory, he served as associate vice provost for academic affairs, associate dean of faculty for the law school, and associate faculty director for Emory’s Halle Institute for Global Learning.
Dean Schapiro is an internationally recognized scholar of federalism. A graduate of Yale Law School, he served as editor-in-chief of the Yale Law Journal. He clerked for Justice John Paul Stevens of the U.S. Supreme Court and for Judge Pierre N. Leval of the U.S. District Court for the Southern District of New York. (Full Bio)
Summer Stephan, (ex officio)
San Diego County District Attorney, Summer Stephan (ex officio)
District Attorney Summer Stephan has devoted her life to protecting children and families and providing justice to the voiceless and most vulnerable. She is a national leader in the fight against sexual exploitation and human trafficking, who has served as a Deputy District Attorney in San Diego County for 27 years. During this time, she combined extensive courtroom experience with over 15 years of management and leadership experience. She rose through the ranks to appointments as Chief of the DA’s North County Branch and Chief of the Sex Crimes and Human Trafficking Division, a Special Victims Unit she pioneered. In 2012, she was appointed Chief Deputy District Attorney. In 2017, she was appointed District Attorney.
District Attorney Stephan leads the second largest DA’s Office in California, managing a professional staff of over 1,000 employees, serving as the People’s Prosecutor for all of San Diego County and its over three million residents, which are spread throughout cities and communities from the U.S.-Mexico border to the Riverside County line. The DA uses her nearly three decades of experience to set public safety priorities and to leverage, partner and collaborate with law enforcement and the community, to maintain San Diego County as one of the safest urban regions in the United States. Mike Tierney
Partner, AM Law Group, LLP
Mr. Tierney is partner at AM Law Group, LLP, a boutique law firm specializing in the representation of select clients on transactional matters in the energy and technology sectors. He served as the Deputy General Counsel for Enel Green Power North America, Inc. (2010-2018) where he drafted and negotiated agreements to develop, acquire, site, own, operate, maintain, equip, construct, and sell power from renewable and energy storage projects. Previously, he served as General Counsel at NRG West & Padoma Wind Power, LLC, and prior to that he was Senior Commercial Counsel to Sempra Energy in San Diego. He began his legal career in Washington, DC, first with Reid & Priest, then with Chadbourne & Parke. Professor Tierney teaches energy law and policy.
Honors and Affiliations
Mr. Tierney served as a member of the Board of Directors for the Association of Corporate Counsel (2004-2011); Chair of the Association of Corporate Counsel Leadership Development Institute (2002-2004); and President of the Association of Corporate Counsel – San Diego Chapter (2000). Mr. Tierney was voted San Diego In-House Corporate Counsel of the Year in 2007.
Laura Godfrey Zagar
Partner, Perkins Cole
Laura Godfrey Zagar focuses her practice on the development of multijurisdictional energy and infrastructure projects and complex litigation. Laura has played a prominent part in several innovative energy and infrastructure projects in the Western United States. Laura works closely with clients to develop successful strategies for obtaining project approvals and defending those approvals in the event of litigation. Laura also works with emerging companies in the cleantech industry providing regulatory counsel on bringing new clean energy technologies to the market. Laura represents utilities, energy developers, public agencies and others before federal, state and local agencies on a wide range of energy and infrastructure projects. Her experience includes numerous major transmission lines, as well as renewable generation (including solar, wind, and biomass), conventional generation, telecommunications, and water projects. Laura has extensive knowledge about proceedings before the California Public Utilities Commission (CPUC) and other state agencies, as well as the transmission planning process as conducted by the California Independent System Operator (CAISO). Laura also counsels clients on environmental and energy regulatory issues during financing and other transactions related to the development and operation of energy and infrastructure projects.
