The University of San Diego School of Law and the Young Tax Lawyers of the State Bar of California Taxation Section present Michael J. Desmond, legislative counsel in the U.S. Treasury Department Office of Tax Policy, who will discuss:

The San Diego Chapter of the Young Tax Lawyers of the California State Bar Taxation Section meets each month at the USD School of Law. All those interested, including tax students, accountant students, C.P.A.'s, tax attorneys and those interested in learning more about tax, are encouraged to attend. Continental breakfast is provided.

Desmond will discuss the tax legislative process, focusing on recent legislative developments, including the deduction for income attributable to domestic production activities under Internal Revenue Code Section 199 and income from cancellation of debt under Internal Revenue Code Section 108.

In his role as legislative counsel in the treasury department, Desmond is responsible for providing the assistant secretary (tax policy) with legal advice and analysis on a broad range of issues relating to the domestic Federal tax law. Prior to joining the Office of Tax Policy, Desmond was a partner at McKee Nelson LLP in Washington, D.C., where his practice focused on large case tax litigation and tax controversy matters. Before joining McKee Nelson, he was a trial lawyer with the tax division of the U.S. Department of Justice, and served as a law clerk to the Honorable Ronald S.W. Lew in the United States District Court, District of Los Angeles. Desmond is an active member of the ABA's Tax Section and the former chair of the Tax Audits and Litigation Committee of the Taxation Section of the D.C. Bar. He is also an adjunct professor of law at Georgetown University Law School. Desmond is a member of the District of Columbia Bar and the California Bar. He received a bachelor's degree in political science and history from the University of California at Santa Barbara and his Juris Doctor from the Columbus School of Law at the Catholic University of America.
