Substitute Permits
You do not need a sub permit if you have completed requirements for the credential. Those holding Multiple Subject, Single Subject, Education Specialist or Pupil Personnel Services credentials are qualified to substitute. The sub permit is applied for through the San Diego County Office of Education (SDCOE). To apply for the substitute permit pick up an application packet from the SDCOE, room 404, 6401 Linda Vista Rd. (east of USD) 858-292-3581. The sub permit and employment may require additional fingerprinting. Follow the SDCOE instructions and return materials and fees to the SDCOE.
The substitute permit authorizes the holder to substitute in school districts within the county where the sub permit is issued. The sub permit may allow a student teacher to substitute teach and/or fill in for their master teacher should an emergency arise. Whether the student teacher may substitute for their master teacher is up to the student teaching supervisor, the master teacher and the school district. In no way does substituting meet the student teaching assignment and under no circumstances are student teachers to substitute teach for other teachers during their student teaching assignment.
Fingerprint clearance for student teaching and fieldwork: Students may use the fingerprinting done for the sub permit as their fingerprint clearance. You will not be cleared for student teaching or fieldwork until the sub permit is posted on the CTC web site. If you have already completed the fingerprinting process for student teaching or fieldwork be sure and inform the SDCOE when you apply for the sub permit.
School districts hire their own substitute teachers. See “Obtaining Employment” for information on applying for employment including substitute positions in San Diego County. Contact individual school districts for the application to substitute. Contact information is available on the SDCOE web site. Five local districts have formed a substitute consortium: Cardiff, Del Mar, Encinitas, Rancho Santa Fe and Solana Beach. Contact the Encinitas school district for information on the consortium.
EMERGENCY, STSP and PIP PERMITS are issued by a school district, not by a university. The school district must certify to the state that they have an emergency situation in which a regularly credentialed teacher cannot be found for the position. The district then applies to the Commission on Teacher Credentialing for the emergency for the candidate.
