Frank teaches education law and policy in SOLES. He also was cofounder of the Center for Education Policy and Law and continues as an affiliate faculty member at the Center.  Before coming to USD, he served for many years as Regents Professor of Education Law and Administration at the University of North Texas in Denton, and was the founder and director of its Center for the Study of Education Reform. In the latter capacity, he was involved in studies on school choice, charter schools, and school vouchers.

Among his authored or coauthored books are California School Law (Stanford University Press, 2013, third edition), The Educator’s Guide to Texas School Law (University of Texas Press, 2014, eiighth edition), School Choice Tradeoffs (University of Texas Press, 2002), and School Choice and Social Controversy (Brookings Institution Press, 1999). His book William Wayne Justice: A Judicial Biography (University of Texas Press 1991) received the Scribes Certificate of Distinction from the American Society of Writers on Legal Subjects and the T. R. Fehrenbach Book Award from the Texas Historical Commission. A paperback edition of the book along with an extended epilogue was published in 2008.
