Location: SERRA HALL
Summary: On November 4, 2009 the Department of Public Safety received a report (case #09-01075) of a bias incident in Serra Hall. The offense included a racially-biased statement made in ink on a flyer that was posted on the 2nd (main) floor of Serra. A university student first noticed the images and comments on 11/02/2009 at approximately 10:00 pm, but the incident was not reported to Public Safety until 1:08 pm on 11/04/2009. The flyer was removed and catalogued by Public Safety as evidence. The University’s Sensitive Issues Team was convened on 11/05/2009 to review the incident and ascertain the most appropriate university response. The Department of Public Safety is working to determine the individual(s) responsible for this incident. Location: MAHER HALL
Summary: On March 29, 2009 the Department of Public Safety received a report (case #09-000340) of a gender-biased statement that was discovered at approximately 4:19pm. The statement was written in non-permanent marker on a white-board within Maher Hall. A Resident Assistant noticed the images and immediately contacted Public Safety. Public Safety officers photographed the image and are working to determine the individual(s) responsible for this incident. Location: SAN BUENAVENTURA
Summary: On March 7, 2009 the Department of Public Safety received a report (case #09-00246) of a bias-motivated statement that was directed at two resident students at approximately 1:30am, but was not reported until 10:30am. The incident involved a homophobic statement, and was said by an individual who was with a group of other resident students and non-students. Public Safety worked in conjunction with Residential Life staff, and was able to identify the individuals involved with the incident. The resident students involved have been referred to Student Affairs. Incident Class & Type CIVIL RIGHTS HATE CRIME; DEFACE/DAMAGE PROPERTY
Location: PARDEE LEGAL RESEARCH CENTER
Summary: On February 27, 2009 the Department of Public Safety received a report (case #09-000211) of a hate crime in the Legal Research Center.  The offense included hand drawn images of a swastika, the Star of David, and the comment “We Will Survive” written in ink on a wall within a public study room.  A university employee first noticed the images and comments on 02/26/2009, but did not notify Public Safety until 11:51 a.m. on 02/27/2009.  Public Safety officers photographed the image and then contacted General Services which will repair the vandalized wall. The university’s Sensitive Issues Team was immediately convened to review the incident and ascertain the most appropriate university response in light of what has been an increased incidence of bias motivated incidents or hate crimes on campus since early January. The Department of Public Safety is working to determine the individual(s) responsible for this incident.  Hate Crime Alerts were distributed throughout the LRC in an attempt to notify and solicit communit members' assistance in this investigation.Anyone with knowledge of this incident is encouraged to contact the Department of Public Safety at (619) 260-7777. Location: UNIVERSITY CENTER
Summary: On February 12, 2009 the Department of Public Safety received a report (case #09-000149) of vandalism to a poster promoting the Women’s Center. An unknown individual had altered the wording of the poster from “Women Rock.” to “Men Rock.” Public Safety documented the poster, and the poster was removed. Public Safety officers are working to determine the individual(s) responsible for this incident.  USD’s Sensitive Issues Team met and reviewed appropriate action steps related to this incident. Location: PARDEE LEGAL RESEARCH CENTER
Summary: On February 23, 2009 the Department of Public Safety received a report (case #09-000197) of a bias-motivated statement that was discovered on 02/23/09 at approximately 6:59am. The incident involved homophobic statements, and was written in chalk on a chalkboard within a public study room in the Legal Research Center.  A University employee noticed the comments and immediately notified Public Safety.  Upon investigation of this incident, the reporting person indicated that the comments were written sometime between 02/20/09 and when he reported it on 02/23/09. Public Safety officers photographed and then erased the comments, and are working to determine the individual(s) responsible for this incident. Public Safety met with LRC Administration staff, as well as with members of USD's PRIDE and PRIDE Law groups to discuss the incident. Important Update: The Department of Public Safety has completed its investigation of the Bias Incident that was reported on February 23, 2009 (DPS Case #09-00197), involving homophobic statements written on a chalkboard at the Legal Research Center. DPS was able to identify and obtain a confession from the individual responsible for this incident. The case has been referred to the University’s Student Discipline Office.

The Vice President for Student Affairs commends those members of the Department of Public Safety, staff and students who aided in the investigation process. The identification of the individual responsible can be attributed to these individuals, and reinforces the importance of the University’s “Community on Patrol” (COP) program. Summary: On February 9, 2009 the Department of Public Safety received a report (case #09-00129) of a bias-motivated statement that was written on an exterior wall near Sacred Heart Hall. The incident involved a homophobic statement, and was written in permanent marker on the cement wall.  A University employee noticed the statement and immediately reported it to Public Safety.  The statement was documented, and General Services was contacted to remove the statement. Location: FOUNDERS HALL
Summary: On February 08, 2008 the Department of Public Safety received a report (case #09-00124) of a written hate crime that occurred on February 08, 2008 between 2:00am and 10:30am. The incident involved homophobic and derogatory statements, as well as lewd pictures that had been written on door decorations and on a wall within Founder’s residence hall.  A Resident Assistant initially noticed the defaced door decorations around 2:00am, and removed them immediately.  Later, a resident noticed the lewd pictures on the wall and reported it to the same RA around 10:30am. The RA filed a report with Public Safety on 02/08/09.  Public Safety officers are working in conjunction with Residence Life staff to determine the individual(s) responsible for this incident. Hate Crime Alerts were distributed and posted throughout the residential hall in an attempt to notify and solicit community members' assistance in this investigation. Summary: On February 3, 2009 the Department of Public Safety received a report (case #09-00095) of a bias-motivated statement that was directed to Parking Services Staff at approximately 12:41pm. The incident involved a homophobic statement, and was said by a commuter student who had received a parking citation.  The individual was cited for his offensive comment and for verbally abusing members of the University community.
