Summary: At approximately 0142 Public Safety officers observed a vehicle obstructing the flow of traffic into a UTA parking lot.  Upon investigation, the driver and one passenger were identified as non-students, and a second passenger was identified as a resident student.  The driver admitted to having smoked marijuana earlier in the evening and was asked to be dropped off at a nearby off-campus location to catch a cab home.  The resident student was determined to be too intoxicated to care for herself and was voluntarily transported to Detox (BAC .10).

Location: LAGUNA HALL
Summary: At approximately 1640 Public Safety officers responded to a report of a stolen bicycle belonging to a resident student.  Upon investigation, a cable lock had been found, undamaged, at the location where the student had last seen his bicycle.  It is unknown if the cable lock had once secured the bicycle.

Summary: At approximately 1138 Public Safety officers responded to a report of a burglarized vehicle belonging to a University employee.  Upon investigation, an unknown individual had shattered the passenger window, and taken a briefcase containing personal items.  The vehicle had been secured and no other items were missing.

Summary: At approximately 1301 Public Safety officers responded to a report of a burglarized vehicle belonging to two students. Upon investigation, an unknown individual had shattered the passenger side window and taken personal items that were in plain view, including a BlackBerry and a wallet with various bank cards.  The vehicle had been secured and no other items were missing.

Summary: At approximately 1401 Public Safety officers responded to a report of a hit and run involving a resident student’s vehicle.  Upon investigation, an unknown individual had hit the student’s vehicle, leaving minor scuff marks on the left side panel.  There was no other damage to the vehicle.

Summary: At approximately 2346 Public Safety officers responded to assist Resident Assistants with students who were in possession of marijuana.  Upon investigation, Resident Assistants cited one student for Minor in Possession (MIP), possession of marijuana (7.81grams) and paraphernalia, and inter-visitation, one student for being in the presence of marijuana and inter-visitation, and five students for being in the presence of marijuana.  One student was determined to be too intoxicated to care for himself and was voluntarily transported to Detox (BAC .131).

Summary: At approximately 1209 Public Safety officers responded to a report of an individual who had struck university-owned property with her vehicle.  Upon investigation, the individual was identified as a visitor of the university, and had accidentally backed her vehicle into a university-owned golf cart. Neither the vehicle nor the golf cart sustained any damages.

Incident Class & Type PUBLIC PEACE OFFENSIVE WORDS TO PROVOKE FIGHT
Location: PHYSICAL PLANT
Summary: On February 3, 2009 the Department of Public Safety received a report (case #09-00095) of a bias-motivated statement that was directed to Parking Services Staff at approximately 12:41pm. The incident involved a homophobic statement, and was said by a commuter student who had received a parking citation.  The individual was cited for his offensive comment and for verbally abusing members of the University community.

Summary: At approximately 1328 Public Safety officers responded to a report of fraudulent charges made to a commuter student’s debit card.  Upon investigation, the debit card had been stolen from the student’s vehicle (see DPS case #09-00088), and had been used to make several unauthorized charges.  San Diego County Sheriff’s Department arrested two individuals in connection with the case.

Summary: At approximately 1404 Public Safety officers responded to a report of stolen laptop.  Upon investigation, a University employee had turned in a laptop to be wiped of sensitive material in November of 2008.  When the employee went to assign the laptop to a different University employee, she noticed the laptop was missing.

Summary: At approximately 1720 Public Safety officers responded to a theft report involving a resident student’s personal property.  Upon investigation, the student had left his backpack unattended and unsecured in a cubby hole outside of Main Dining, at which point an unknown individual took the backpack.  Public Safety is reviewing surveillance of the crime to identify the suspect.

Summary: At approximately 2142 a Public Safety officer observed a fraudulent handicap permit in a commuter student’s vehicle.  Upon investigation, the student was in possession of a handicap permit that had been glued together, with a permit number not issued to his name.  The student was cited for being in possession of a fraudulent permit, and the permit was confiscated by Public Safety.

Summary: At approximately 1253 Public Safety officers responded to a report of a stolen university-owned laptop.  Upon investigation, a University employee had placed the laptop on his desk and secured his office door on 02/04/09 at approximately 1645hours.  The laptop was found to be missing the next morning at 0730hrs, when the employee returned to his office.

Summary: At approximately 1519 Public Safety officers observed a vehicle speeding on campus.  Upon investigation, the driver and his passenger were contacted and identified as resident students, and there was a strong odor of marijuana emanating from the vehicle. A voluntary search of the vehicle resulted in 6.6grams of marijuana, two (closed) cans of beer, four small glass pipes and one large glass pipe being confiscated.  The two students were cited for being in possession of marijuana and paraphernalia.  Neither the driver nor the passenger were under the influence of marijuana.

Location: FOUNDERS HALL
Summary: On February 08, 2008 the Department of Public Safety received a report (case #09-00124) of a written hate crime that occurred on February 08, 2008 between 2:00am and 10:30am. The incident involved homophobic and derogatory statements, as well as lewd pictures that had been written on door decorations and on a wall within Founder’s residence hall.  A Resident Assistant initially noticed the defaced door decorations around 2:00am, and removed them immediately.  Later, a resident noticed the lewd pictures on the wall and reported it to the same RA around 10:30am. Summary: On February 9, 2009 the Department of Public Safety received a report (case #09-00129) of a bias-motivated statement that was written on an exterior wall near Sacred Heart Hall. The incident involved a homophobic statement, and was written in permanent marker on the cement wall.  A University employee noticed the statement and immediately reported it to Public Safety. The statement was documented, and General Services was contacted to remove the statement. Upon investigation, the student was awoken by an unknown male individual who was unsuccessfully attempting to key into her door. However, at the time of the incident, the student did not report the incident to Public Safety.  The student indicated that she believed the individual attempting to access her apartment to be an intoxicated student.  Later in the morning, the student also discovered that her screen had been removed. The unknown individual did not gain access to the resident’s apartment, and General Services was contacted to replace the screen.  Public Safety is currently investigating to determine who was attempting access to her apartment.

Summary: On February 23, 2009 the Department of Public Safety received a report (case #09-000197) of a bias-motivated statement that was discovered on 02/23/09 at approximately 6:59am. The incident involved homophobic statements, and was written in chalk on a chalkboard within a public study room in the Legal Research Center.  A University employee noticed the comments and immediately notified Public Safety.  Upon investigation of this incident, the reporting person indicated that the comments were written sometime between 02/20/09 and when he reported it on 02/23/09. Public Safety officers photographed and then erased the comments, and are working to determine the individual(s) responsible for this incident.  Anyone with knowledge of this incident is encouraged to contact the Department of Public Safety at (619) 260-7777.

Summary: On February 27, 2009 the Department of Public Safety received a report (case #09-000211) of a hate crime in the Legal Research Center.  The offense included hand drawn images of a swastika, the Star of David, and the comment “We Will Survive” written in ink on a wall within a public study room.  A university employee first noticed the images and comments on 02/26/2009, but did not notify Public Safety until 11:51 a.m. on 02/27/2009.  Public Safety officers photographed the image and then contacted General Services which will repair the vandalized wall. The university’s Sensitive Issues Team was immediately convened to review the incident and ascertain the most appropriate university response in light of what has been an increased incidence of bias motivated incidents or hate crimes on campus since early January. The Department of Public Safety is working to determine the individual(s) responsible for this incident.  Anyone with knowledge of this incident is encouraged to contact the Department of Public Safety at (619) 260-7777. Summary: At approximately 2047 the Department of Public Safety observed two individuals transfer several cans of an unknown liquid from a vehicle into a bag in the Alcala Vistas parking lot. Upon investigation, the individuals were contacted, one was identified as a resident student and was found to be carrying several cans of beer in his backpack. The student agreed to take a Preliminary Alcohol Screen test, with a BAC result of .168. Due to the high BAC of the student, he was voluntarily transported to Detox. The other individual was determined to be a guest of the student’s, and was not in possession of any alcohol.
