The research for "Shared Responsibility: U.S.-Mexico Policy Options for Confronting Organized Crime" is the product of a project on U.S.-Mexico Security Cooperation jointly coordinated by the Mexico Institute at the Woodrow Wilson International Center for Scholars and the Trans-Border Institute at the University of San Diego. As part of this project, a number of research papers were commissioned that provide background information on organized crime in Mexico, the United States, and Central America, and analyze specific challenges for cooperation between the United States and Mexico, including efforts to address the consumption of narcotics, money laundering, arms trafficking, intelligence sharing, police strengthening, judicial reform, and the protection of journalists.
