New Parking Protocols

Following a successful one-year pilot, Parking Services is expanding metered parking across our campus on September 1.  By inviting our campus visitors to park in metered spaces primarily in the West Parking Structure, we will further increase the number of convenient permit parking spaces on the mesa for students, faculty and staff.

As a result, beginning in September, there will be four new guidelines for parking on the USD campus:

  1. Metered parking will be expanded to the West Parking Structure, Kroc School of Peace Studies south lot, Jenny Craig Pavilion west lot, and the parking lot adjacent to the Softball/Manchester Field. USD students, faculty, and staff with a valid parking permit may park in these areas and will not be required to use the pay stations. In an effort to save time and reduce confusion, it is recommended that USD employees direct their daytime visitors to park in the West Parking Structure, as the Mission Parking Structure is often at capacity during the academic year. However, visitors are welcome to use the pay stations for available, unreserved spaces in any metered lot.
  2. Parking Services is changing its payment process from “pay by space number” to “pay by license plate.”  This means that those using metered parking will enter their vehicle license plate number, rather than the parking space number painted on the ground. As a result, there will be no need to display a permit on the vehicle’s dashboard.  New signage will remind people of this new procedure, including the suggestion to take a picture of the license plate number for easy recall during the payment process at the parking pay station or when using the popular Whoosh! parking payment mobile app. Please visit the Whoosh page to learn more about about mobile payments.
  3. Parking enforcement hours will be reduced. Previously, parking permits were required Monday through Friday from 7:00 a.m. until 9:00 p.m.  On September 1, this requirement is being changed to 7:00 a.m. until 7:00 p.m.  Parking throughout our campus will remain free on Saturdays and Sundays, and between 7:00 p.m. and 7:00 a.m. during the week.
  4. For faculty, staff and administrators who have purchased permits for reserved parking spaces, the reservation time is changing. Previously, reserved spaces were restricted solely for the use of the space holder Monday through Friday until 5:00 p.m. A new protocol will be piloted for the 2016 – 17 academic year, during which reserved spaces will be restricted solely for the space holder until 4:00 p.m. to accommodate faculty and students for evening classes in any space that becomes available after that time. Data on the efficacy of the change will be gathered throughout the year and evaluated next spring before establishing the change as a new policy. Please note that this change does not require those employees with reserved spaces to leave their spaces at 4:00 p.m. Simply, after 4:00pm, vacant reserved spaces may be utilized by commuters, faculty/staff, and other reserved space holders.
