ALTERED PERMIT

Any vehicle displaying a USD parking permit that has been altered in any way is in violation and may loose campus parking privileges

BLOCKING CROSSWALK

No vehicle shall block a crosswalk at anytime.  A vehicle (attended or unattended) that causes pedestrian thoroughfare to go around the vehicle is in violation.  This type of violation creates a safety hazard

Furthermore, No person shall park a vehicle within three feet of any sidewalk access ramp constructed at, or adjacent to, a crosswalk or at any other location on a sidewalk so as to be accessible to and usable by the physically disabled, if the area adjoining the ramp is designated by either a sign or red paint. BLOCKING OTHER PARKED VEHICLES

No vehicle shall park in such a way as to inhibit parked vehicles from accessing the roadway.  This includes double parked.

Any vehicle displaying a USD parking Permit that is a forgery is in violation and may loose campus parking privileges.

FRAUDULENT USE OF A CITATION

No vehicle shall display a previously issued citation as to deceive parking enforcement

CREATING A FIRE HAZARD

Any vehicle parked in such a way as to unduly create a fire hazard is in violation.  This type of violation creates a safety hazard.

FIRE LANE/RED CURB

No vehicle shall park in any area where a curb is marked RED and/or FIRE LANE for any period of time.  Vehicles parked in these areas are subject to tow.  C.V.C. 22500.1

DISABLED SPACE/ACCESS CORRIDOR

It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for disabled persons and disabled veterans pursuant to Section 22511.7 or 22511.8, unless the vehicle displays either a special identification license plate issued pursuant to Section 5007 or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59.  C.V.C. 22507.8(A)

Furthermore, It is unlawful for any person to park or leave standing any vehicle, including a vehicle displaying a special identification license plate issued pursuant to Section 5007 or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59, in either of the following places:

(1) On the lines marking the boundaries of a parking stall or space designated for disabled persons or disabled veterans.

(2) In any area of the pavement adjacent to a parking stall or space designated for disabled persons or disabled veterans that is marked by crosshatched lines and is thereby designated, pursuant to any local ordinance, for the loading and unloading of vehicles parked in the stall or space. EXCEEDING TIME LIMIT

All USD time zone spaces are enforced 24 hours a day.  No vehicle shall park in a designated space/area beyond the posted time zone restrictions.

CARPOOL SPACE/NO CARPOOL PERMIT

No student, faculty, staff, guest or vendor shall park in any space marked CARPOOL from 7AM-10AM without a valid carpool permit. A valid USD parking permit is required in conjunction with the carpool permit.

MORE THAT 18” FROM CURB

Every vehicle stopped or parked upon a roadway where there are adjacent curbs shall be stopped or parked with the right hand wheels of such vehicle parallel with and within 18 inches of the right-hand curb.  C.V.C. 22502(A)

AGAINST TRAFFIC FLOW

No vehicle shall park on the opposite side of the roadway facing oncoming traffic at anytime.  C.V.C. 22502 (B)

MOTORCYCLE OUT OF ASSIGNED AREA

No motorcycle shall park in a parking stall designated for passenger vehicles at anytime.

No passenger vehicle shall park in an area designated for motorcycle parking at anytime.

EXPIRED PERMIT/NO VALID USD PERMIT DISPLAYED

All vehicles are required to have a valid USD Parking Permit at all times.  All USD Parking Permits must be properly displayed at all times while parking on campus.

NOT IN MARKED SPACE

All vehicles must park within marked parking stalls.  Vehicles shall not park in areas not designated for parking.

NUISANCE VEHICLE ALARM

Any vehicle whose alarm has gone off long enough to necessitate a complaint call to public safety is in violation.

OBSTRUCTING BUILDING ACCESS

No vehicle shall park in a manner to inhibit access to a building in any way at anytime.  This type of violation creates a safety hazard.

OBSTRUCTING TRAFFIC

No vehicle shall park in a manner to inhibit the flow of traffic in any way at any time.  This type of violation creates a safety hazard.

OUTSIDE OF ASSIGNED PERMIT AREA

No vehicle shall park in an area that their issued permit is not valid for.  Spaces are designated by the color of the lines and/or signs in or at the entrance to the lot.

PARKED ON LANDSCAPE

No vehicle shall park with one or more of its wheels in or on the landscaping at any time.

PARKED ON SIDEWALK

No person shall stop, park, or leave standing any vehicle whether attended or unattended on any portion of a sidewalk, or with the body of the vehicle extending over any portion of a sidewalk. A vehicle that causes pedestrian thoroughfare to go around the vehicle is in violation.  This type of violation creates a safety hazard.

PERMIT IMPROPERLY DISPLAYED

Permits must be properly displayed at all times while parking on USD.  Permits may be hung from the rear-view mirror, taped to the windshield or placed on the dash.  The entire permit must be visible at all times.

POSSESSION OF STOLLEN PERMIT

Any vehicle displaying a USD parking Permit that has been reported lost or stolen is in violation and may loose campus parking privileges.

RESERVED SPACE

No vehicle may park in a space marked RESERVED from 6AM to 5PM Monday through Friday except the registered owner or that space.  The vehicle in the space must have a valid USD permit for that space.  Unauthorized vehicles in these spaces are in violation and are subject to tow.

RESERVED-SPECIAL EVENT AREA

No vehicle may park in a space or area marked RESERVED by a cone or sign for the time listed on the cone or sign.  Unauthorized vehicles in these spaces are in violation and are subject to tow.

U.S.D. VEHICLES ONLY

No student, faculty, staff, guest or vendors shall park in any space marked USD vehicle only.  These spaces are enforced 24 hours, 7 days a week. Those vehicles parked in such spaces will be in violation and subject to citation, and/or tow.

USING TWO OR MORE SPACES

No person shall stop, park, or leave standing any vehicle whether attended or unattended on the roadway side of any vehicle stopped, parked, or standing at the curb. C.V.C. 22500(H)

WITHIN 15 FEET OF FIRE HYDRANT

 No person shall stop, park, or leave standing any vehicle within 15 feet of a fire hydrant. C.V.C. 22514

VEHICLE IMPOUND

 Vehicles are subject to impound when they are found to have five (5) or more unresolved parking citations. C.V.C. 22658.

Towing and impound fees will be paid to the towing company.

VEHICLE RELOCATE

Vehicles in violation of one of the aforementioned citations that are relocated are towed to another area of campus.
