The University of San Diego recommends that students (who are not residents of Mexico) do not travel to Mexico outside of USD-sponsored activities. USD does not sponsor social events in Tijuana or across the border in Baja California, Mexico, with the exception of sponsored service trips accompanied by USD staff. While the people of Mexico have a proud heritage and a rich culture, Mexico is a foreign country with a different law enforcement culture. If students do travel to Mexico, they should stay aware of safety issues around them and engage only in behavior that would be acceptable in the United States. Differences in laws, how they are enforced and penalties for behaving in unlawful or unacceptable ways in Mexico, can be severe. Additionally, if students drive into Mexico, it should be noted that Mexican authorities do not recognize U.S. or Canadian automobile insurance as valid. Therefore, Mexican automobile insurance always should be purchased at the border.
