Contract Manager

Joanne Draper joined USD in June of 1994 and currently serves as the Contract Manager in the Office of Sponsored Programs (OSP).  She joined the OSP Team in September 2006 and moved into her current position in March 2015, where she is responsible for contract administration from pre-award through closeout.

Ms. Draper supports SOLES and Law School, Centers and Institutes by assisting faculty and staff with proposal preparation, award administration and compliance issues; serving as the primary liaison between the University and extramural sponsors.  She is responsible for reviewing and endorsing extramural cooperative agreement, contract, subcontract, and service agreement proposals; negotiating cooperative agreements, contracts, subcontracts and service agreements on behalf of the University; coordinating the acceptance of awards containing non-standard terms; coordinating approval processes for pre-award and post-award actions and approving such actions within delegated authority.

Additionally, Ms. Draper supports all units by preparing and negotiating sub-agreements and independent contractor agreements, and monitoring recipients to ensure compliance with prime award terms and conditions.

Ms. Draper is an active member in the National Council of University Research Administrators (NCURA) and the Society of Research Administrators International (SRA International).  She holds a Bachelor of Arts from San Diego State University.
