By-laws for approval:

Article I: Name

The name of this organization shall be the Graduate Nursing Students’ Association (GNSA) University of San Diego.

Article II: Purpose

The purpose of this organization shall be as follows:

A. To support the development of a professional, scholastic and social community in the Hahn School of Nursing and Health Sciences.

B. To promote interaction and inter-relations between all nursing students, faculty, alumni and the greater nursing community.

C. To promote interaction and inter-relations amongst all graduate and law students in the University of San Diego community.

D. To provide an avenue for student input into programs and policies through such activities as representation on committees.

E. To sponsor activities which promote professional growth and provide for an atmosphere for interchange of ideas.

F. To contribute special donations to the University of San Diego.

Article III: Membership

Section 1: General Members

A. General members are all full-time and part-time graduate nursing students enrolled at the University of San Diego Hahn School of Nursing.

B. General members shall be entitled to vote, hold office, and serve on committees.

C. General members will be entitled to one vote at all general meetings and general elections.

Section 2: Honorary Members

A. Honorary membership is defined as any faculty, staff, or Hahn School of Nursing Alumni
approved by the Executive Board on a yearly basis.

1. Appointment will be confirmed by a yearly simple majority vote.

B. Honorary members shall not be allowed to vote or hold executive office, but may attend all
general meetings, serve on committees and task forces, and work on activities the Executive
Board deems appropriate.

Section 3: Dues

Dues shall be defined as student registration fees paid through University of San Diego Hahn School of Nursing.

 

Article IV: Meetings
Section 1: Executive Board Meetings

A.    Executive Board Meetings shall be held monthly at such time and place as determined by the officers at the first meeting of each semester.

B. General members wishing to advise, inform, or bring material to the attention of a committee may either contact the committee representative or directly inform the Executive Board.

Section 2: Special Meetings

Either the President or Vice President may call special meetings at any time.

Section 3: General Meetings

General meetings will be held at least once monthly at such time and place as determined by the members at the first meeting of each semester.

Section 4: Notice of Meetings

A. Notice of all meetings will be in the form of electronic mail.

B. The previous meeting minutes will be distributed via electronic mail prior to each meeting.

C. Members will read, revise, and approve prior meeting minutes at each meeting.

D. Upon approval, all meeting minutes will be posted on the GNSA webpage through the Hahn School of Nursing website.

Section 5: A Quorum

A. A quorum is defined as the minimum number of executive and general members needed to be
present in order to complete official business.

B. A quorum shall be constituted as three members of the Executive Board and four general members. If this quorum requirement is not met, the meeting will be cancelled.

Section 6: Voting

A. Each member is allowed one vote.

B. Any decision made during general meetings shall require an affirmative vote of the majority of members present at the meeting.

C. The approval of the following matters of business shall require an affirmative vote of the majority of general members, either present or by electronic mail. There will be a timed voting period in which members can submit their votes.

1. Appropriation of funds greater than $250.00 which has not been approved in the
general budget for the fiscal year.

Article V: Officers and Representatives

Section 1: Number, Election, and Term Qualifications

A. The officers shall be President, Vice President, Secretary, and Treasurer.

B. Elected members shall represent on the following committees: (see table below)

C. Committee representatives will maintain a notebook that contains a current copy of the by-laws, job-description, roster of committee members, and monthly minutes/reports.

D. Officers and committee representatives may be elected by and from the general membership. All officers and representatives shall hold office for a term of one year from June 1st to May 31st. New officers and representatives are elected during midterm of the spring semester and officially announced at the next GNSA meeting.

E. Officers and committee representatives-elect will be encouraged to attend the remaining GNSA meetings to ensure smooth transition.

F. The Executive Board will nominate and appoint a general member to a position vacated due to resignation during a term of office. Exception to this shall be the President and Vice President positions. The Executive Board shall hold a special election if either President or Vice President positions are vacant.

Section 2: President

The President of GNSA will represent all graduate nursing students. The duties of the President are:

A.     To supervise the Executive Board and general board meetings

B.     To set official meeting agenda. 

C.     To act as the GNSA representative to the Hahn School of Nursing and University of San Diego at large. The President can delegate meeting representation to another GNSA member as needed.

D.     The President will not have an official vote in general meetings except in the case of tie breakers.

Section 3: Vice President

The duties of the Vice President are:

A. To assist the President and perform duties as delegated.

B. To perform duties of the President in his/her absence.

C. To be the chair of the Philanthropic Committee.

D. To maintain and update the GNSA website.

Section 4: Secretary

The duties of the Secretary are:

A.    To keep, maintain, and distribute meeting minutes to the Executive Board, faculty representative, and Dean of Nursing at least one week prior to the next meeting.

B.    To post a copy of the meeting minutes on the GNSA website and/or bulletin board.

C. To create and distribute agenda and calendar for executive board and general board meetings as well as reserve a meeting room through the Hahn School of Nursing.

D. To update and maintain the GNSA website and/or bulletin board.

E. To be the historian and custodian of GNSA By-Laws and records.

Section 5: Treasurer

The duties of the Treasurer are:

A.    To work in conjunction with Hahn School of Nursing to manage all funds and securities of GNSA.

B.    To account for and record all financial transactions by the GNSA.

C.    To receive and give receipts for all monies due and payable to or by GNSA.

1. All funds that from the GNSA budget must have the approval of the GNSA in
addition to the Treasurer’s signature on the reimbursement request. This will provide
a check & balance before people take their reimbursement requests to the Hahn
School of Nursing.

D. To prepare a monthly budget report for each GNSA meeting.

E. To prepare and maintain/update an annual budget.

Section 6: Faculty Representative

A. The Faculty Representative shall serve as an advisor to and a non-voting member of the executive board.

B. The Executive Board shall appoint the Faculty Representative with his/her consent in the spring semester

Section 7: Representatives of Standing Committees

A. Representatives of standing committees for the GNSA will attend all GNSA general board meetings in addition to their respective committee meetings. See section 1 of article 5 for nomination and election information.

B. If representatives cannot attend a general meeting, their reports must be submitted to the secretary at least one day prior to the general meeting.

Article VI: Committees

Section 1: Program Chairperson and Committee

A.    The Program Committee shall be responsible for planning and executing all major social events of the GNSA.

B.    The Program Chairperson will supervise Program Committee meetings and events and is responsible for publicizing all GNSA-sponsored activities.

Section 2: Doctoral Liaison

A.    The Doctoral Liaison shall attend School of Nursing Doctoral Committee meetings and report to the Executive Board.

B.    The Doctoral Liaison will serve as representative and facilitate communication between the doctoral students and GNSA.

Section 3: School of Nursing Curriculum Committee Representative

The School of Nursing Curriculum Committee Representative shall attend any School of Nursing Curriculum Committee meetings and report to the Executive Board.

Section 4: School of Nursing Faculty Committee Representatives

One Doctoral and one Master’s student representative shall attend their respective program School of Nursing Faculty Committee meetings and report to the Executive Board.

Section 5: Student Affairs Representative

The Student Affairs Representative shall attend the monthly School of Nursing Student Affairs Committee meetingand report to the Executive Board.

Section 6: Nurse Practitioner Liaison

A. The Nurse Practitioner Liaison shall attend School of Nursing Nurse Practitioner Committee meetings and report to the Executive Board.

B. The Nurse Practitioner Liaison will serve as representative and facilitate communication between the Nurse Practitioner students and GNSA.

Section 7: IT Committee Representatives

A. The IT Committee Representatives shall work closely with the Hahn School of Nursing IT and Simulation Technician to improve the Ntrack program.

B. The IT Committee Representatives will report updates to Ntrack to the Executive Board.

Section 8: Philanthropic Committee Representative

A. To be chaired by the GNSA Vice President.

B. The Philanthropic Committee Representative shall assist the Vice President in organizing a philanthropic event for each semester.

Section 9: Special Committees

A.  Special Committees may be requested by the President with the concurrence of Executive Board members for such special tasks as circumstances warrant.

B.  Special Committees shall limit their activities to accomplishment of the task for which it was created and appointed, and shall have no power to act except such as is specifically conferred by action of the members.

C.  Upon completion of the task for which it was appointed, such committees shall stand discharged.

Section 10: Suspension, Discontinuance, or Consolidation

The Executive Board may suspend or discontinue any standing or special committees whose function may not be necessary to carry out the objectives of the GNSA or may consolidate the function of one or more committees to better accomplish such objectives.

 

Article VII: Amendments

A.  GNSA By-Laws and Constitution may be altered, amended, or changed by an affirmative vote of the Executive Board followed by presentation to the general membership.

B. Any amendment to the by-laws will be effective only after it has been submitted to the Executive Board and approved by the general membership.
