Edwin D. Kaiser, a native of Milwaukee, WI, graduated from Texas A&M University in 1989.  A Member of the Corps of Cadets, he earned a Bachelor of Science degree in Ocean Engineering.  He is a graduate of Defense Language Institute in Monterey, CA where he studied Spanish.  Captain Kaiser holds a Master of Arts degree in National Security and Strategic Studies from the Naval War College with a sub-specialty in Latin American Area Studies.  His sea duty service includes tours as Communications Officer in USS BRONSTEIN (FF 1037); Gunnery Officer in USS DOWNES (FF 1070); Auxiliaries Officer in USS RANGER (CV 61); Landing Craft Air Cushioned (LCAC) Officer-in-Charge in ASSAULT CRAFT UNIT 5; Training and Operations Officer in Naval Small Craft and Technical Training School (NAVSCIATTS); Combat Systems Officer and Executive Officer in USS STARK (FFG 31); Commanding Officer in USS MONSOON (PC 4); Executive Officer in USS LAKE CHAMPLAIN (CG 57); Commanding Officer in USS SIMPSON (FFG 56); and Commodore for: Commander Task Force 53, Sealift Logistics Command Central and Logistics Force U.S. Naval Forces Central Command.

During his sea tours, CAPT Kaiser participated in eight deployments to the Eastern and Western Pacific, Caribbean, North Atlantic, Indian Ocean, and Arabian Gulf.   He served in Operation DESERT STORM in the Arabian Gulf; Operation RESTORE HOPE off the Coast of Somalia; Operation ENDURING FREEDOM in both the Western Pacific and Arabian Gulf; STANDING NAVAL FORCES ATLANTIC in Europe; and numerous counter-drug and special operations.   While at Naval Small Craft Instruction and Technical Training School in Panama, he deployed as Officer in charge on Mobile Training Teams throughout Mexico, Africa, Central and South America to train foreign military and police forces in Riverine and Small Boat Operations.  He also commanded a 100-foot patrol boat that sailed throughout Central America and the Caribbean.  

Ashore, CAPT Kaiser served as Exercise Director in U.S. NAVAL FORCES SOUTH in Puerto Rico where he was in charge of all Naval Exercises in Southern Command and was also the Colombian and Venezuelan Desk Officer.  He served on the OPNAV staff, Director of Surface Warfare (N86) as the Plans & Policy/Community Issues Officer.  While at OPNAV, he spent one year on a Government War on Terror (GWOT) IA deployment to Colombia as the Joint Maritime Plans and Operations Officer where he advised the Colombian Military on Counter Narco-Terrorism operations and training.  CAPT Kaiser served in Joint Interagency Task Force South in Key West as the Current Operations Officer and the Navy Element Commanding Officer.   He also served at the Office Security Cooperation-Iraq in Baghdad as the Senior U.S. Military Advisor to the Iraqi Chief of Staff, General Babakir Zebari.  CAPT Kaiser assumed the position as Commanding Officer Naval Reserves Officer Training Corps San Diego Consortium on 6 April 2017.

Captain Kaiser has been awarded six Battle Efficiency ribbons, eight Sea Service Deployment ribbons, seven Overseas Service ribbons, the National Defense Industrial Association Special Operations/Low Intensity Conflict Achievement Award, and various personal service and campaign awards.
