EPIC Helping City of Encinitas Develop Energy Efficiency Policies

The Energy Policy Initiatives Center (EPIC), at the University of San Diego School of Law, will provide policy and technical support to the City of Encinitas as it implements its Climate Action Plan. This project is funded by the Emerging Cities Program, a ratepayer-funded program administered by SDG&E that supports local government initiatives to advance energy efficiency in their facilities and communities.

“We are pleased to be working with the City of Encinitas again.” Scott Anders, EPIC Director. “Having worked with City staff to develop their Climate Action Plan, we are excited to be involved in the implementation process. The types of energy policies that the City of Encinitas is developing in this project are important components to the overall strategy to reach their emissions targets.”

EPIC will research energy efficiency ordinances in other local jurisdictions, evaluate develop ordinance language, and conduct a cost analysis of the ordinances to determine whether they are cost effective. One of the ordinances would extend new building energy requirements beyond current building codes – a so-called reach code – and would require approval by the California Energy Commission (CEC). EPIC will help City staff develop and submit the materials required for CEC approval.
