Property Assessed Clean Financing (PACE) Financing Report Released

A report prepared by the Energy Policy Initiatives Center (EPIC) on Property Assessed Clean (PACE) Financing was recently released. It is a comprehensive review and comparison of PACE financing programs in California providing background on enabling legislation, the differences between existing programs, and recent actions from the Federal Housing Finance Agency.

“Increasingly, local governments are considering PACE programs as a way to help facilitate installation of solar energy systems and efficiency retrofits,” said Scott Anders, director of EPIC. “The PACE report is intended to provide local governments and other stakeholders with information about the key elements of this policy tool.”

EPIC prepared the report for the California Center for Sustainable Energy's (CCSE) Southern California Rooftop Solar Challenge project.  The effort, part of the U.S. Department of Energy's SunShot Initiative, is a partnership of 11 jurisdictions and five utilities across Southern California to explore challenges related to permitting, interconnectoin, and financing of rooftop solar photovltaics systems.
