   This legislative history is a chronological summary; a large portion of this book consists of a resource directory (arranged by topic, with telephone numbers of relevant agencies, individuals).

Maxwell A. Cameron, The making of NAFTA: how the deal was done. Ithaca: Cornell University Press, 2000.
   Includes a NAFTA chronology, from 1991 through Jan. 1, 1994; readable narrative about the negotiations and ratification.

Margaret M. Commins, From security to trade in United States Latin American relations: explaining United States support for free trade with Mexico. Ann Arbor: UMI, 1995.
   A doctoral dissertation from the University of North Carolina at Chapel Hill. The author’s focus is on two issues: What motivated the Bush administration to pursue free trade with Mexico? and Why was the Bush administration successful in gaining congressional support for negotiation of a North American free trade agreement? Her discussion of the second issue focuses on the fast track authority for trade negotiation.
