Professor Carter teaches public international law.
Professional Experience
Carter teaches courses at Georgetown University in international trade and business, foreign policy, national security, and U.S. and international law. He served as the deputy under secretary of commerce for export administration, responsible for streamlining U.S. export controls and for enforcing a variety of trade and nonproliferation laws. He also promoted foreign defense conversion, often in joint ventures with U.S. companies. Carter served then as the U.S. vice chair to Secretary of Defense William Perry on bilateral committees with Russia, Kazakhstan, Ukraine, and other countries, with the focus on eliminating nuclear weapons in Kazakhstan and Ukraine and securing nuclear and other dangerous materials in several countries. He was on U.S.–China committees on business and trade.
Honors and Affiliations
Carter graduated Phi Beta Kappa from Stanford University. In 2006, he received Georgetown Law’s excellence in teaching award. Carter currently serves on the U.S. Department of State's Advisory Committee on International Economic Policy and as chairman of its Sanctions Subcommittee, which includes representatives from corporations, law firms, NGOs, and labor. He is also a member of the Advisory Council of Zurich's Credit and Political Risk group.
