The roundtable will be exploring issues about different legal and political responses to cultural, political, religious, ethnic, and ideological diversity and disagreement. In particular, it will explore when such differences justify political division or secession and when they can be accommodated within an existing political and legal union by means of federalist principles involving local legal and political experiment and variation. Exploring federalist options also involves ascertaining what kinds of local experimentation and difference can and should be tolerated by the larger union and the nature and desirability of federal supremacy.

Papers written on the above topics will be reviewed and discussed.
