Deborah is a Principal in the firm's Los Angeles office and litigates some of the most closely watched cases on behalf of public agencies in California. Specializing in the First Amendment, she defends public agencies like the City of Los Angeles in the Venice Boardwalk cases and the City of San Leandro in a case that tested the parameters of the evolving Religious Land Use The Religious Land Use and Institutionalized Persons Act (RLUIPA). She has achieved groundbreaking rulings in state and federal court at both the trial and appellate levels. Some of her cases have resulted in published decisions. Outside the courtroom, she provides day-to-day guidance to cities statewide as they address constitutional law concerns stemming from public protests (including Occupy Movement encampments), adult use zoning and regulation, signs and billboards, and RLUIPA. Ms. Fox is a frequent lecturer and writes extensively on First Amendment issues. Ms. Fox received her BA from the University of Michigan and her JD from the University of San Diego. "Deborah effectively and successfully managed and litigated high-stakes and complex First Amendment cases on behalf of the City of Los Angeles for the Venice Boardwalk," said Laurie Rittenberg, Managing Assistant City Attorney, Los Angeles City Attorney’s office. "Deborah's legal acumen coupled with her tenacity helped the City win key victories. As well, Deborah's sound judgment and responsiveness helped us navigate the myriad of issues we faced both in the litigation and in the implementation of First amendment principles on the Boardwalk."
