Framework for Considering Tax Reform

Over the last several years, there has been much discussion about reforming the U.S. tax system. "Framework for Considering Tax Reform" will address 10 key topics in tax reform: the scope of reform, who should pay, revenue neutrality, economic growth, individual income tax, business tax, use of the code for nontax purposes, global issues, alternative tax systems and transition.

Eric Solomon is an outstanding practitioner and public servant who has made lasting contributions to tax policy as Treasury Assistant Secretary for Tax Policy and IRS Assistant Chief Counsel (Corporate). In September 2009, he rejoined the national tax practice of the international accounting firm of Ernst & Young in its Washington, D.C. office. He received his A.B. from Princeton University, J.D. from the University of Virginia School of Law, and his LL.M.(Taxation) from New York University.

The Richard C. Pugh Lecture on Tax Law & Policy Series brings a distinguished practitioner, judge or government official who has played a significant role in shaping U.S. and international tax policy to USD to discuss current and developing tax law and policy trends.

The lecture series was established in 2009 in honor of the long and illustrious career of USD's Distinguished Professor of Law, Richard C. Pugh. Before coming to USD, Pugh was a professor at Columbia Law School, a deputy assistant U.S. attorney general (Tax Division), and a partner at the international law firm of Cleary, Gottlieb, Steen & Hamilton.
