In a speech Moore presented to the audience of elected officials, business leaders and Port stakeholders at the swearing-in ceremony, she announced the 2013 theme, “A Port for All,” in a video presentation showcasing the concept of integrated planning. The presentation utilized the metaphor of a jigsaw puzzle to show how various planning activities fit together to create the planning decisions in context with surrounding areas. Moore began her service on the Board of Port Commissioners on January 13, 2011. She is a senior partner in the law firm of Norton Moore & Adams. Before joining the firm, Moore served as Chula Vista’s City Attorney. She has practiced law for more than 20 years and has extensive experience in land use, real estate, redevelopment, environmental and municipal law.
