Professor Larkin is a supervising attorney for the California State Board of Equalization's (BOE) Tax Appeals Assistance Program Sales and Use Tax Clinic (TAAPSUT) at USD. 

Professional Experience

Larkin works as a tax counsel out of the California State Board of Equalization’s Taxpayers’ Rights Advocate Office. He is also an adjunct professor at Loyola Law School in Los Angeles. Larkin is the supervising attorney for TAAPSUT which operates as a legal clinic where law students, under Larkin's supervision, represent taxpayers with sales and use tax appeals before the Board of Equalization. He operates TAAPSUT at five law schools in California. Larkin has extensive experience in state tax appeals ranging from income tax to sales and use tax. He has represented or supervised the representation of hundreds of clients with state tax appeals. Larkin joined USD School of Law in 2010.
