Areas of Expertise
Professor Frank Kemerer teaches education law and policy courses at the University of San Diego School of Law and School of Leadership and Education Sciences.
Kemerer taught education law for nearly thirty years as Regents Professor at the University of North Texas in Denton. While there, he also served as director of the Center for the Study of Education Reform and conducted studies on school choice, charter schools, and voucher programs.
Honors and Affiliations
Kemerer serves as associate director for research and academic affairs at the Center for Education Policy and Law, which operates under the auspices of both schools and provides research opportunities for students.
