EPIC is pleased to announce that Virgil Welch, Special Assistant to CARB Chairman Mary Nichols, will present the morning keynote at the 2013 Climate and Energy Law Symposium. Mr. Welch will provide an overview and update on California's strategy to reduce greenhosue gas emissions to 1990 levels by the year 2020.
Mr. Welch has served as special assistant to the chairman of the California Air Resources Board since 2008. He served in multiple positions at the Environmental Defense Fund from 2006 to 2008, including attorney and climate change coordinator. Welch worked in multiple positions at the Planning and Conservation League from 2003 to 2006, including legislative director and legislative advocate and project manager. He served as law and policy associate for the American Alpine Club in 2002 and as assistant to the chief justice of Tanzania in 1997. Welch earned a Juris Doctorate degree from the University of Texas School of Law.
