Professional Experience
Wayne represented the south coastal area of San Diego County from 1996 to 2002 in the California State Assembly. As a legislator he authored more than sixty bills that were signed into law, chaired the Natural Resources Committee and the Environmental Safety Committee, and was a member and Chair of the California Law Revision Commission.
Honors and Affiliations
Wayne graduated cum laude from the University of San Diego School of Law, where he was an editor of the San Diego Law Review. For more than 30 years, Howard served as a California Deputy Attorney General and was the lead counsel in more than 30 published opinions. In 1994 he was a Supreme Court Fellow with the National Association of Attorneys General.
