Mr. Anders joined USD School of Law in October 2005 as EPIC’s inaugural director.  In this position, he executes EPIC’s work plan and research agenda, and manages the day- to-day activities of the Center. Prior to joining the Energy Policy Initiatives Center (EPIC), Mr. Anders was director for policy and planning at the San Diego Regional Energy Office (SDREO).  In this capacity he managed regulatory and legislative issue research and analysis, directed communications with regulatory agencies, including writing position papers and comments before California’s regulatory agencies, directed technical and policy support for the SANDAG’s Energy Working Group, and directed solar energy activities, iincluding technical and policy research. 

Mr Anders has authored or co-authored a number of papers and reports related to energy policy.  Most recently he was a lead author on the report entitled, Potential for Renewable Energy in the San Diego Region.  Mr. Anders also contributed to the San Diego Regional Energy Infrastructure Study, a technical and policy survey of the regional energy market in San Diego, and Energy 2030: The San Diego Regional Energy Strategy, which serves as the region’s roadmap for energy planning.

Prior to joining SDREO in 1999, Mr. Anders was a policy researcher for the Washington D.C. think tank Center for a Sustainable Economy, now part of Redefining Progress, where he researched market-based mechanisms as a policy tool for the energy sector.  Mr. Anders was a Peace Corps Volunteer in Mali, West Africa.  Scott Anders holds a B.A. in international politics from Muhlenberg College (Allentown, PA) and an M.A. in public policy, with a concentration in environmental policy, from the University of Maryland’s School of Public Policy.

Nilmini Silva-Send, Ph.D [email]

Dr. Nilmini Silva-Send is EPIC’s Senior Policy Analyst. In this role, she is contributing research and analysis to EPIC’s ongoing greenhouse gas inventory project. Dr. Silva-Send is conducting analysis on the waste emissions and the off-road sectors of transportation. She is also lead researcher on a project to assess clean technology policies around the U.S. Prior to joining EPIC, Dr. Silva-Send worked as an independent consultant during which she conducted research for a project to assess sustainable policies among cities in the U.S. The project, which was organized in association with Northern Arizona University’s Center for Sustainable Environments, examined the effectiveness of existing community sustainability programs related to energy, air, water, and waste and sought to identify the most effective practices, methods of optimization of programs’ benefits, and examine the management of change. Dr. Silva-Send also has recently been certified as a technical advisor for greenhouse gas assessments through the California Climate Action Registry.

During her career Dr. Silva-Send has also served in several technical positions in which she conducted analysis in Europe and the U.S. on environmental compliance. She has also taught University level courses in Germany. Most recently she taught international and European environmental law at the University of San Diego School of Law.

Dr. Silva-Send has a B.S. in Chemistry and a PhD in International Law and Policy.

Carolyn Kuduk, Policy Analyst [email]
Carolyn Adi Kuduk has over twelve years experience in the energy industry, both as a reporter and a business consultant. She has held editorial positions at Hart Energy Publishing and Platts, a division of the McGraw-Hill Cos. Ms. Kuduk was the initial editor of Platts Energy Trader and worked as an analyst at PFC Energy’s LNG policy service. Ms. Kuduk holds a Master of Public and International Affairs from the University of Pittsburgh and a bachelors in Spanish and International Affairs from Dickinson College in Carlisle, Pa.  

Marissa Martinez, Executive Assistant
Ms. Martinez is the office manager for the EPIC, Center for Public Interest Law, and the Children’s Advocacy Institute.  She provides support services to EPIC professional staff and for the academic and research programs of these organizations. Martinez joined USD in August 2003. Ms. Martinez holds a B.A. from UCLA in American Literature and Culture.  During her tenure at UCLA, she attended a Summer Session Abroad program in Stratford-Upon-Avon, England, where she completed Shakespearean courses and independent study in Shakespearean theatre.  Ms. Martinez has been accepted into the USD School of Education's Masters program in Educational Counseling.

Nicholas Ouellette, Legal Research Analyst [email]
Mr. Ouellette is currently a Juris Doctor candidate at the University of San Diego, School of Law (J.D. expected 2008).  He conducts research and analysis on key California Public Utilities Commission energy regulatory proceedings for EPIC. Mr. Ouellette graduated cum laude from Boston University with a Bachelor of Arts in Philosophy.
