Council Committee Doesn't Back Balboa Park Plan

San Diego Union Tribune -- In the first indication of trouble for Qualcomm co-founder Irwin Jacobs' plan for Balboa Park, the City Council Rules Committee declined to endorse Wednesday a city-Jacobs agreement and raised questions about aspects of his $40 million proposal.

Mayor Jerry Sanders, who appeared before the council to seek support, had recommended the city sign a memorandum of understanding with the Plaza de Panama Committee, a Jacobs-led private group. (Full Story)
