Barbara E. Withers is professor of Operations and Project Management in the School of Business Administration at the University of San Diego, San Diego, California. Professor Withers has been a university professor since 1989. In addition, she has over 15 years experience working in business and government. She served as regional economist for the Municipality of Anchorage (Alaska) and worked in a variety of construction management roles for ARCO Alaska Inc. at the Prudhoe Bay oil field in Alaska. Professor Withers research interests are in the areas of quality management and quality systems, especially international quality systems and standards. Her empirical studies on these topics have appeared in such journals as International Journal of Production Research, International Journal of Quality and Reliability Management, Industrial Marketing Management, International Journal of Production Economics, Journal of Business Logistics, IEEE Transactions on Engineering Management, European Journal of Marketing, Production and Inventory Management Journal, Integrated…
