The allocation of separate funds for teacher’s salaries and capital outlays (buildings, operations, maintenance & equipment) has historically been separate. This is because of a paternalistic government that does not trust any group with inclusive educational budgeting. It is long overdue that we change the system to total educational budgeting and also require that, when a building is to be built, the funds are committed for maintenance and equipment and software and data based on modern educational needs. Computers and educational software are too important to be a residual budget item. (Full Story)
